Mass atrocities give warning, often months or years ahead. Scarecrow brings those warnings together for all 11 ASEAN states, openly and free of charge, so that communities and responders can act earlier.
Scarecrow is designed as two separate bodies. The public-interest work never depends on, or answers to, anyone who pays for analysis.
The Lab owns all evidence. Only findings that are verified and already published can cross the firewall. Clients cannot see, commission, delay or stop Lab work.
These are built into how the system works, not only written in a policy.
Tips, witness accounts and case files never appear publicly or reach any client.
One analyst edits an assessment; a different analyst must approve it before it is published.
When automated data moves a score sharply, the change is held until an analyst checks it.
Map hotspots are shown at province level, so no dot can point to a camp, village or safe house.
Anyone under active Lab investigation cannot become a client, and no client can commission or stop Lab work.
We will publish our funders and the sectors of any clients every year.
Machines gather and flag; people judge. Every score links to the evidence behind it.
